Sectors that create new opportunities

The S4 is a living roadmap that enables anticipation of emerging changes, strengthens industrial and technological capabilities, and generates value‑added opportunities for Navarra. In this context, areas such as synthetic biology, the aerospace sector, industrialized construction, and electronics have been identified as fields with strong transformative potential for Navarra’s productive fabric, and are therefore being actively analyzed and promoted.

All of them represent strategic opportunities for Navarra, as they are growing markets in which the region already benefits from a relevant business ecosystem, technology and research centers, and strong university capabilities

Electronics

Navarra has an electronics ecosystem composed of technology and knowledge agents, along with a group of companies that include electronics manufacturers (EMS), firms specialized in sensor technology, and companies whose products are highly based on these technologies and that have strong design capabilities. It is an R&D‑intensive sector that has experienced significant growth in recent years.

Aerospace

This sector—which includes the space, aeronautics, and drone subsectors—employs 750 people, reflecting ongoing consolidation.

European forecasts indicate annual growth close to 8% in the coming years, driven by increased demand for air travel, rising defense budgets, and the expansion of the public and private space industry. This represents an opportunity not only for companies already operating within the sector, but also for industrial firms in Navarra with the capacity to diversify into this demanding market.

Industrialized Construction

The building sector is undergoing a major transformation driven by the social need for housing and the shortage of available labor. These factors, combined with energy and environmental sustainability requirements, are accelerating the adoption of industrialized construction, based on construction systems and subsystems manufactured off‑site, in industrial facilities. It is expected that 10% of new construction in Spain will follow industrialized approaches.

Thanks to its strong industrial base, Navarra is in a privileged position and has significant potential to become a national leader in industrialized construction.
